In execution of Instruction N° 2383 (strictly confidential) given by the State Committee of Defence on the 7 October 1942 “About the additional mobilization of Germans for the benefit of the national economy of the USSR” I herewith issue the following COMMAND:
1. All German men who are between 15 and 16 and 50 to 55 old, as well as all German women from 16 to 45, who are fit for physical work, are subject to mobilization.
2. Pregnant German women and German women with children under 3 are exempted from mobilization.
Children older than 3 will be entrusted in the care of remaining family members; in case this turns out to be impossible, they will be taken to other close relatives or to German kolkhoz farms.
In connection with the above order of the State Committee of Defence, the local Councils of the Working Deputees are obliged to accommodate parentless children accordingly.
3. The mobilization has to commence without measurable delay; the whole action has to be finished within a month …
