Members of the regional clemency board are going to verify the conditions of confinement of the Union of Corrective Labour Colonies N° 36 in the settlement of Startsevo. As reported by the news service of the Main Administration of the Federal Penal System they are going to make an official visit at the UCLC on July 9.
Representatives of the regional commission – the chairman of the Krasnoyarsk “Memporial” Organization Human Rights (Aleksei Babiy), the former public prosecutor of Krasnoyarsk Territory (Ivan Borisenko) an the former head teacher of the Krasnoyarsk Medical Academy (Victor Prokhorenkov), accompanied by Tamara Mashkina, chairman of the commission, intend to visit all corrective institutions belonging to the UCLC and familiarize with the currently prevailing conditions of confinement in the corresponding penal colonies. Apart from this, the members of the commission will hold a consulting hour, during which they are going to answer questions asked by convicts with regard to the procedural methods upon submission of mercy petitions and terms to comply with.
The UCLC N° 36 comprises three corrective institutions: colony N° 5 (strict regime), the medical and corrective colony N° 35 and the corrective colony with special regime N° 34. At present 2195 individuals serve their sentence within the UCLC N° 36.
Members of the commission regularly pay similar informative visits to penal institutions in the region, for (in accordance with the ukase of the President of the Russian Federation) the regional clemency boards are not only entrusted with the verification of mercy petitions; general control on prevailing conditions of confinement are incumbent on them, as well. Earlier this year they have already visited penalty colony N° 27; until now they have raised no objections against the regime there.
