On the 15th of March 2004, on the occasion of a project carried out by the People's Assembly on "The elimination of administrative obstacles in social life as an instrument in the fight against poverty", the Krasnoyarsk „Memorial“ Organization handed over a bundle of brochures to the municipal Gorkiy Library. The project was supported by the Heinrich Böll Foundation.
The brochures give a summary on the experiences of different social organizations in Russia, which also carry out consultation hours. These booklets are not only very valuable for the consultants of social organizations, they are also of utmost interest to the employees of administrative bodies and to citizens, who are entitled to the right of social welfare, but have so far not been granted any support for some reason or other. The titles of the brochures speak for themselves: „Rehabilitations, compensation for losses and the granting of financial support for the victims of political reprisals“, „The reformof the housing sector and the protection of civil rights“, „Medical aid: the rights of the citizens and measures for their protection“, „Administrative obstacles in the social sphere“, „Poverty and social allowances: Myth and reality", "Social income and access to social services".
In the past such brochures were distributed among the chairmen of the Krasnoyarsk civil rights organizations, institutions of social protection of the citizens and the Regional Scientific Library. During the study trip of human rights activists to Yenisseysk on the 3rd of March, these brochures were handed over to representatives of the Yenisseysk Municipal Library; on the 16th of March, on the occasion of another study trip to Kansk, they are going to be distributed in the Kansk Municipal Library as well as the Administrative body of social protection of the citizens of Kansk. At the same time free consultation hours will be held for the citizens about questions concerning the granting of social allowances and compensation payments. The consultations will be carried out by experts of the "Memorial" organization, the Human Rights Information Center and the regional consumer protection organization in close cooperation with the Administrative body of social protection of the citizens of Kansk.
