O.R.Sordiya. The director of the State archive Krasnoyarsk region
There are about 20 thousand archival files in our funds containing information on application of political repressions.
1. The documents connected to the period of collectivization.
2. The abandoned affairs on the persons, undergone to political repressions.
3. Filtering-verifying affairs on the Soviet citizens.
4. Affairs on people, who lived in the special settlements
Archivists have formed various types of communication with all bodies participating in realization of the Law " About rehabilitation... " Among them: granting of the information, an archival information, copies of documents; delivery has put in time using for studying and acceptances the decision on rehabilitation; granting has put also documents to employees of law-enforcement bodies and Offices of Public Prosecutor for acquaintance in reading rooms of the state archives; an exchange of reference books, other information and methodical materials; carrying out of joint meetings and seminars, preparation of publications, the edition of collections of documents, etc.
Our main task is the provision with the necessary documentary information of law-enforcement bodies and the Offices of Public Prosecutor, authorized to make the decisions on rehabilitation or a recognition of citizens victims during mass political repressions, territorial bodies of FSB of Russia, the commissions on restoration of the rights of rehabilitated political repressions’ victims at local enforcement authorities, bodies of social protection of the population, a society "Memorial", other interested organizations; delivery to citizens of the information confirming application to them of measures of repressive influence; the organization of acquaintance of citizens with archival-investigative and filtering-verifying affairs, and also introduction of the documents containing data on application of mass repressions in a scientific revolution, use of documents at carrying out of various information actions, preparations of books of memory, documentary collections.
Requirements can be divided inheriting groups: about carrying out of the fact of “raskulachivanie” (during the period of collectivization the rich peasants were deprived of production’s means, the right to use land and political rights); about condemnation on political grounds; about repressions on national and religious attributes; about stay in a captivity; concentration camps, on forced hard labor in Germany and the subsequent passage of the state check after clearing and repatriation home; about stay on the special settlement; about confiscation, withdrawal of property and also about an establishment of the citizens’ destinies who are subjected to repression in 1930-1950 years, time and the reasons of their death, places of a burial place; about stay of children after arrest or deport of parents in children's homes, definition of their original surnames.
The inquiries, connected to rehabilitation, are executed by archival establishments in accordance with general practice and free-of-charge. The heads of the state archives controls this work. In many cases inquiries of such category, acting from bodies of the Ministry of Internal Affairs of Russia, court and Office of Public Prosecutor, are examined in the priority order.
In 2004 we have taken part in the edition of the first volume of Memory’s book about political repressions’ victims with an aim of realization of the Law of the Russian Federation " About rehabilitation of victims of political repressions " and in the performance of the decision of Council of region administration from 28.11.2003 ¹303 by the committee on affairs archive of Krasnoyarsk region administration repressions’ victims. Now the book is issued. For direct preparation of the Book of memory the working group has been created from workers of committee’s divisions on affairs of archives of the region administration, Regional management of FSB of the Russian Federation across Krasnoyarsk region, the Municipal Department of Internal Affairs of Krasnoyarsk region, a society "Memorial". For this book employees of committee had been prepared lists of subjected to repression citizens which surnames begin with letters A and B. Nowadays they are occupied in drawing up of the biographical information for the second volume of the Memory’s book.
Together with Office of Public Prosecutor of Krasnoyarsk region the work on archival-investigative revision on the persons, who condemned and have been instituted criminal proceedings on political grounds, subject to revision according to the Law of the Russian Federation " About rehabilitation of victims of political reprisals " proceeded.
Maintenance of necessary information of law-enforcement bodies and Offices of Public Prosecutor, regional managements of FSB of the Russian Federation, the commissions on restoration of the rights of political repressions’ victims proceeded at institutions of local government, bodies of social protection of the population, a society "Memorial", other interested organizations, and also the Russian and foreign citizens.
By Days of memory of political repressions victims we give out the copies of the documents to the cultural - historical museum complex for exhibitions.
